a map. Drought: “alert”, “alert”, “crisis” .. What is the level of severity in your district?

No section survived the drought. In order to compensate for the lack of water and precipitation, four levels of danger have been established by the state, including water restriction measures.

The whole of France is now affected by the drought. The heat wave that is hitting the whole of France this week is also accompanied by significant water stress. According to Météo France, July 2022 was “the second dry month ever recorded” in the territory.

“Only 7.8 millimeters of water fell,” said the Minister for Environmental Transformation, Christophe Picchu, who spoke of an “88% shortfall in precipitation compared to what was necessary.” To counteract this exceptional drought, the country has set four severity thresholds, resulting in water restrictions depending on the respective regions.

threshold of “vigilance”

There are no water restrictions in this case, simply “to educate the general public and communities about the rules of good use of water savings”, according to the Guide to Implementing Measures to Restrict Water Use – Water for Communities.

At the moment, this threshold is affected only in Paris, Hautes de Seine, Val-de-Marne and Seine-Saint-Denis. The governorate encourages individuals, local authorities and businesses, but is not obligated to rationalize their consumption, avoid watering green spaces or roads, wash their cars, or limit their household consumption.

“alarm” limit

Water restrictions apply from the second “alarm” threshold. No water between 11am and 6pm: lawns, flowerbeds, gardens, vegetable gardens, sports fields and golf courses between 8am and 8pm. It is prohibited to backfill and empty private swimming pools (with an area of more than a cubic meter) except in the case of settlement or first backfilling “if the construction site started before the first restrictions”.

With regard to cultivation, irrigation between 11 am and 6 pm is prohibited, unless the farm is equipped with a local irrigation system (drip, partial sprinkler, for example).

For businesses and local authorities, irrigation of green spaces is prohibited except for farms less than a year old which are subject to time restrictions.

Four departments are affected by this limit: Eure, Val-d’Oise, Pas-de-Calais and Aisne.

Enhanced Alert limit

As of August 2, 31 administrations are affected by the increased alert limit. This level is triggered when all withdrawals (drinking water supply, irrigation, irrigation) cannot be met at the same time.

In addition to the above restrictions, it is now forbidden to water lawns and flower beds. There are also restrictions on watering vegetable gardens (between 9am and 8pm) and sports grounds (between 11am and 6pm). Golf course irrigation is subject to a water use reduction of at least 60%.

Farmers must reduce their water consumption by 50%, and they are prohibited from watering their crops between 9 am and 8 pm. Local irrigation is still allowed.

threshold of “crisis”

When the first three thresholds are proven insufficient, the “crisis” threshold is activated, in order to allow only priority withdrawals (drinking water supply, sanitation-related uses, health and safety, etc.), according to Franceinfo.

As of August 2, there are 58 departments involved with a maximum alert. In these areas, farmers are prohibited from irrigating their crops, including by means of a localized irrigation system (drip, micro-sprinkler, etc.).

Watering of green spaces, beds, lawns and sports fields is prohibited, except for gardens / vegetable gardens between 9 am and 8 pm. It is forbidden to fill and empty private pools. It is also forbidden to have your car washed by a professional, except for health hazards.

Meanwhile, watering of golf courses is reduced to what is absolutely necessary, between 8 pm and 8 am, and should not exceed 30% of the usual volumes of water used.

With regard to the three limits involving water restrictions, access to drinking water for the food of the population is not restricted at any time, “except by municipal decree”, including for the watering of animals.
